You are a captain or newly appointed battalion chief. The fire chief has just reassigned you from operations to the training division for 2 years as the training officer (TO). In the past, your department utilized shift commanders to ensure that proper training was conducted. However, recent internal audits found training to be noncompliant in many areas. This presents significant risk to the community and opens the department up to litigation or serious injury or death of a member. The fire chief tells you the reason that you are being reassigned is to research the department’s training requirements and needs. Put a 2-year training plan together for the organization.
